EC Report for November 2017


Hi All,

The schedule for the month of October: 4 Monday Night EmComm Nets , 1 EmComm and Coffee,  and 1 Public Service Event. No monthly meeting do to the holiday. 

Rally in the Valley 

Rally in the Valley 17 has come and gone. Those that attended were treated to a day of talking ham radio. The event, held at the Salvation Army in Tulare on November 4th began with a parking lot swap meet.

During the morning, there were presentations on Software Defined Radio, Digital experimentation, and AREDN mesh networking. ERIC N6VYT prepared a wonderful lunch which was followed by SKYWARN training and a Faith Based Group discussion.

Static displays included the CAL OES MAR V MIGU and Salvation Army – Barkersfield comm vehicle. A BIG THANK YOU TO everyone who helped, especially Gary KI6OYW, Steve (?) and Dan AE6SX.

Meeting with Fresno County OES

November 15th I met with the County OES and discussed several topics. We discussed the feasibility of training meetings at the OES to formularize Amateur Radio station at the office. We would have small groups at a time come in and get instruction on the operation of the station. These events would take place either in the evening or on a weekend allowing our working members to attend.

We discussed the ECV (Emergency Communications Vehicle). There is a lot of work that needs to be done to get the equipment up to standard. We need to install a HF. Radio and antenna as well as a VHF/UHF Radio. The County also would like to have the availability of the digital modes in the vehicle. I have sent the County a list of radios, antennas and other equipment that needs to be purchased. Once the purchases are made we will need to get a work party together to install and test the station.

The County also asked if we could put together an Emergency Exercise to take place in March 2018. We, County Staff and RACES Personnel will be meeting in the near future to do some planning. As more information is available I will pass it on.

Last but not least I brought up the RACES ID badges not being issued. Gabriel De La Cerda, he is our contact person, promised that he would get the backlog caught up as soon as possible. I will keep in touch and remind them how important this is.

 Remember that we use these public service events as training venues. We recommend that you participate in at least three events a year. Soon this will be mandatory for you to keep your ability to be deployed during a disaster. Remember that we want to have qualifications and operational levels for our operators. This will help when we are asked to perform mutual aid for other County ARES/RACES Groups. When they ask for help they want our people qualified.

Net Control Staff Needed

We are looking for volunteers to take a turn as net control on Monday nights. This is not a difficult task. We will provide the preamble and net roster. No November Meeting do to Thanksgiving

Don’t forget the Monday Night EmComm Net at 19:30 hr. on the 147.15 MHz Pl 141.3. We have some good information and camaraderie. On the third Friday of the month there is the EmComm & Coffee at YFC on Cedar south of Ashlan in Granite Park at 07:00hr. And last but not least the EmComm Meetings are held on the Fourth Thursday of month. Our next meeting will be December 28 , 2017 at 1900 hr. at the Hinds Hospice Building, 2490 W. Shaw Fresno.

Advisory Request For Info. From Public & Press


Advisory: Requests for Information from the Public and the Press


Many individuals have loved ones in Puerto Rico and they are understandably hopeful that Amateur Radio operators can relay messages to them. As a result, some are contacting amateurs with requests to pass message traffic to the island.

At the same time, individual amateurs and clubs have reported that local press representatives have contacted them to request information about Amateur Radio involvement in Puerto Rico. This is likely to increase as word spreads in the national media about our activities.

For inquiries from the public, ARRL advises that these individuals should be informed that amateurs traveling to the island to support the American Red Cross effort will be tasked with handling outbound traffic only. With that in mind, members of the public should access the American Red Cross Safe and Well System online at Status information from friends and relatives in Puerto Rico will be entered into the system as it arrives from amateurs stationed there.

For press inquiries, please ask reporters to contact ARRL directly at  A system has been established at ARRL Headquarters to respond to press inquiries in a timely and accurate manner.

We will have a regular EmComm Business portion of the meeting as well. This should be a very interesting meeting and give you a chance to voice your feelings to which direction you would like to see our group proceed.


The meeting place is the Hinds Hospice Building at 2490 W. Shaw Ave. Fresno. The time is 19:00 hr. please arrive a little early for we have to be escorted in for this is a secured building.
